Love is the Water Under the Water

Here is a girl, standing at the end of an alleyway in Chengdu, in the Sichuan province in southwestern China, in the early days of the Gregorian year 2010. The longer I look at these photos the more love I feel for her.

What will she become, and what will life in the place and time she was born into allow her?

When we first made eye contact, she made a grim face, turned abruptly, and marched with purpose the other way. Then she stopped, executed a surprisingly martial turn, and stood surveying me for a pregnant moment. I waved, and she seemed not to respond at all; just stood there stone-faced, or so I thought at the time. After a moment of standing there like an absurd soldier, she vanished into the doorway of what I assume was her home.

In this moment, so many things went through my mind: My god the Chinese are rigid; even this little girl in pink and turquoise walks like an expressionless soldier! What a dirty alleyway; aren’t they loathe to hang their clothes outside in this grime after they just washed them? What is she thinking about me?

When I got the chance to look at these pictures in more detail, I saw that there was a glimmer of a smile on her face, mostly around her eyes. I have very poor vision, and my camera, with its optical zoom, sees far better than I do.

Yes, the Chinese are, for the most part, quite rigid. But you would be too if you lived in an authoritarian state (it’s not communism, it’s a dictatorial form of coordinatorism) where creativity and dissent are often punished, and you knew almost from the start that you were going to have to compete against billions of other people if you hope for any control over the terms of your life. Authoritarianism and a crushing of people’s ability to dream and define the terms of their own lives is mutilation and psychic murder. The Chinese people make the best of the lives their government allows them, and this little girl is a great example of why it’s important to oppose governments and corporations, not peoples. The Chinese people are not to be feared or damned for the vehicle they’ve been shoved into. Their spirit in trying to advance and overcome is to be respected and admired.

This little girl’s alleyway holds several things of interest and relevance. To touch on the simplest one first, the grime is a byproduct of industry and sheer population density, and industry is, in our globally metasticized consumer culture, how people raise their standards of living. And maybe the U.S. didn’t invent it, but we sure did refine it, give it some steroids, and begin exporting it to the world on a massive scale. There are great and obvious distinctions to be made between the U.S. And China of course, but perhaps the largest and most important, as cartoonist, author and occasional New York Times essayist Timothy Kreider observed recently, is that in China, the government owns its corporations, while American corporations own our government.

Second among the things that interest me in this alley is the red and gold tracksuit, probably an older brother or cousin’s national team uniform. It takes passion and determination and focus to excel in the athletic arena. That’s why governments and businesses spend so much money and time on their sports teams. It creates a strong emotional bond between the athletes and those who admire them. It’s an entirely natural thing, the same way one might admire a swift or elegant bird. Then those natural human feelings are appropriated and welded to artificial jingoism. This little girl’s likely older brother or cousin (the one-child policy, while powerful, is not as rigid as is commonly reported) probably takes order and discipline very seriously, and if he’s on a national team, it means he’s achieved some level of recognition for his efforts in a highly competitive society. Even before politics and ideology, this little girl is surely absorbing these things like a sponge: How does one make sense of the world, how does one find one’s way through it? You learn from what’s closest to you. You don’t have to understand ideology to be shaped by it.

As a counterpoint, consider the blue jeans. What do blue jeans mean to the Chinese? Although it’s a glib generalization to talk about “the Chinese,” in much the same way talking about “Americans” is somewhat foolish, asking what blue jeans means is not a silly question to ask in an age of mass-produced culture and mediated conceptions of identity. We live, after all, in an age when people see nothing weird or immediately sad about expressing aspects of themselves through the choice of which mass-produced item they selected for purchase.

And “America,” among many other things, is a brand, embedded with all manner of code that is exported aggressively to the world. “Freedom,” “happiness” and “opportunity” are its dominant brand values. Consider how identified with “America” blue jeans are, and then further consider that the Chinese word for America is meiguo or “beautiful country.” (To be fair, the Chinese mostly see it as just a word, not as a word with literal meaning, much like people in the U.S. rarely think of Chicago, Manhattan or Seattle as Indian words with actual, you know, meaning.)

That said, I have been called meiguoren (美国的, literally, “beautiful country person”), probably several dozen times in my short time here, and it always makes me feel a stab of pain that’s related to the pain I feel when I look around at the ubiquitous Western beauty ideals on display here. Really?, I think, a 5000-year old culture of several billion people with a staggering amount of cultural achievements and it’s own beautiful people and land can’t think of anything better to aspire to now than material wealth and the trappings of hyper consumer culture? They want to be like…. us?


Even a cursory study of China makes it obvious how much yearning and rage course through the people, much like an underground waterway. One of my all-time favorite songs, “Once in a Lifetime,” by the Talking Heads, has a line about there being “water under the water, carrying the water,” and I think it describes the humanity and dogged spirit of the people laboring under the yoke of Chinese government and ascending commerce quite well. They yearn, they long, and, when it boils over, they can exhibit shocking rage. The surface is not the reality.

At the beginning of this, I quoted Wilhelm Reich, Sigmund Freud’s cohort and fellow psychoanalytic theorist, who was the victim of the only U.S. government-ordered book burning in history, and who died in prison, a mad man, after being imprisoned for what he dared to think and write. (Sound familiar?) Freud thought people were violent sadistic animals, who had to be controlled and taught to “civilize” themselves for the good of society and stability. You can fairly say that Freud’s ideas were status quo – he never asked whether conforming to a sick society was natural or not; it was just assumed that being “well-regulated” and conforming was desirable and healthy. This makes me think of the deeply moving and staggeringly far-reaching speech Martin Luther King gave (presented in 1963, at WMU, and well-worth reading if you aren’t already familiar with it), where he attacks the concept of being “maladjusted” in a society to which he did not want to “adjust”:

Reich thought people were loving and good, and that it was the mutilations of society and government, the imposition of unnatural order, that caused neuroses and dysfunction. It was the systematic and unnatural control of people, in other words, that caused them to be violent, and to behave irrationally. Think of a house cat going slowly loopy, eating houseplants that make it sick and playing manically with a toy mouse when all it really wants to do is be outside, eating real mice, rutting at the appointed time, and following its nature. Reich thought eros was the highest expression of human health and actualization, and that it should be given free reign and support if we were to link hands with our higher selves. There are a great many things to take from Reich’s theory and story, but the one I think of most often, and which springs most readily to mind looking at this little Chinese girl caught between repulsion and friendliness is this: Love is both dangerous and beautiful, and sometimes you have to zoom in and pay attention before you can see it looking back at you.

Here Comes the Ocean (and the Triumph of Slime)

Climate change is causing the sea to rise far faster than expected, potentially a meter or more by 2100. Perhaps that doesn’t seem so dire to you. Perhaps you read that sentence and think: “Pity; there go some beaches and beach-front real estate.” Maybe you think: “You know, I’ve always liked the ocean more than New York City anyway…” If so, you may not be getting the picture, because a rise of just one meter will literally drown cities and towns across the globe, displacing millions of people, creating food shortages, epic political conflicts and disease epidemics.

It is not just the amount of overall rise that is of concern. Storm surges will increase dramatically in strength if baseline sea level is higher. Hurricanes and typhoons have already increased significantly in strength and duration, an effect scientists attribute to climate change, and this is expected to continue. More than 10,000 people have been killed in storm surges in the Bay of Bengal alone in the last 300 years, and such surges could increase exponentially in the coming years. This means that the watery ends of Miami, Tokyo, New York, Mumbai, Shanghai, Jakarta, and Dhaka are not just possible, but actually likely.

Even if we stabilize carbon emissions immediately—an impossible task given global political and economic forces—we will still see significant or even catastrophic sea-level rise for centuries to come.

Many people still consider the anthropogenic aspects of climate change to be merely theoretical, and regard dire climate change forecasts like those limned in this pithy blog post as alarmist, worst-case scenario scaremongering. (Among this group, you most likely can find a good number of people who believe in things like “intelligent” design and Norse origin mythology, too…)

But consider that all modern coastal development and industrialization have taken place under a period of temporary sea level stability, which would not likely have been maintained long term even without the anthropogenic effects of climate change accelerating sea level rise. During the last Ice Age 20,000 years ago, sea level was about 120 meters lower than today—and the average temperature then was only four to seven degrees Celsius colder! In the Pliocene era three million years ago (at least 2.5 millions years before homo sapiens even appeared) sea level was forty meters higher than today.

We, you see, are only blips in the deep-time soup of the planet.

Or maybe it would be better to say deep-time slime. Why? Because climate change—largely inevitable and natural, but quickened by human industrial activity—is not only making oceans higher and warmer, but also more acidic, a trend which could have sweeping ramifications. As the pH of the ocean drops, the calcium carbonate creatures that range from zooplankton to shellfish have a harder and harder time making their shells.

There have already been significant reductions or changes in calcium carbonate creatures because of acidification, with effects resonating up the food chain. If this continues, scientists envision the oceans becoming more and more populated with jellyfish, algae and slimy, more genetically basic creatures—it has been called “the rise of slime.”

So taking these trends to their most extreme long-term conclusion, we can envision our terrestrial world being swallowed up by epic storms and the slow-motion apocalyptic rise of ocean waters filled with primordial slime…as humans retreat and fight each other over increasingly scarce food and fresh water.

Kill your horror. After all, it’s only natural and very likely inevitable. Besides, as the always forward-thinking writer, William S. Burroughs once wrote, seemingly contemplating both simple corporeal human death and the possibility of space colonization: “We’re all here to go.”

“Average American Life” Not What It Used to Be?

In July of 2008, the Environmental Protection Agency (EPA) did something unprecedented in its history: It lowered its official estimated value of an “average American life”, from $8.04 million to $7.22 million.

Why?

Mostly because the EPA performs a cost-benefit analysis when evaluating and creating policy and regulation. To do this, they have to agree on the value of a human life and weigh that value against the cost of regulation. The less a life is worth, the less statistical need exists for regulation.

This and other Bush administration EPA calculations have rubbed some people the wrong way before. Like in 2002, when the EPA decided the value of people over 70 was worth 38% less than those under 70.

The application of seemingly logical economic principles can often make patently absurd or offensive ideas seem, well, logical. Take, for example, an infamous (and shockingly guileless) memo from former chief economist for the World Bank (and current economic adviser to President Obama), Lawrence Summers, in which he says:

“I think the economic logic behind dumping a load of toxic waste in the lowest wage country is impeccable and we should face up to that”

(It’s an aside to the topic of the value of life, but in 2005, Summers went on to display more of his mastery of impeccable logic when, as President of Harvard University, speaking at a conference on Diversifying The Science and Engineering Workforce, he suggested that “men’s higher variance in relevant innate abilities” might be a partial explanation for why there were more men than women in high-end science and engineering fields. Outrage ensued, and Summers was forced to step down as President.)

Ill-conceived, false, and harmful suppositions riddle the history of economic theory. Go back to Friedrich August von Hayek, an Austrian-British economist and major influence on free market ideology in the 20th century who was formative for John Maynard Keynes, Margaret Thatcher, Ronald Reagan, and most of the modern neoconservative movement.

Hayek developed a philosophical defense of free market capitalism based purely on individual expressions of self-interest, and with no mechanism or place for altruism or collective problem solving. Hayek’s theories have been used for many things, including the framing of government and “public interest” programs as merely the selfish machinations of governing bureaucrats. Thatcher’s “public choice theory” in England, and later Reagan’s economic policies in the U.S. both relied heavily on Hayek’s rationale.

Nobel Prize-winning economist Amartya Sen explains the pathology of Hayek’s ideas in the form of the following scenario:

“Can you direct me to the railway station?” asks the stranger.

“Certainly,” says the local, pointing in the opposite direction, towards the post office, “and would you post this letter for me on your way?”

“Certainly,” says the stranger, resolving to open it to see if it contains anything worth stealing.

Everyone acting selfishly in order to establish a harmonious social equilibrium. That’s the kernel of Hayek’s thinking. Once considered ludicrous and imbalanced, it won influence in the climate of the Cold War era, alongside other paranoid formulations of human nature and strategems for manipulating it.

Game Theory, developed by clinically certified paranoid schizophrenic mathematician John Nash, is most easily exemplified by a logic problem called The Prisoner’s Dilemma. The game basically demonstrates that selfishness and betrayal, rather than cooperation, are always winning strategies for self-advancement.

Nash won a Nobel Prize for his development of Game Theory and the benefits of a perfectly selfish social equilibrium. Problematically, the theory did not work when tested on real people. In one superb example of this, when the RAND Corporation (a think tank, where much of this was developed) ran several game theory scenarios with the company’s own secretaries, the secretary’s tendency to cooperate with each other, rather than acting selfishly, made results wildly unpredictable and destroyed Nash’s theoretical “equilibrium.”

Of course, you can trace wrongheaded economic logic all the way back to the world’s first actual economist, Thomas Malthus.

Iain Boal, an author and social critic, describes Malthusian logic thusly:

“It’s to subscribe to the view that the fundamental problems humanity faces have their roots in the scarcity of the resources that sustain life, because the world is finite and we are exhausting those resources…Notice how this mirrors the basic assumption of modern economics – choice under scarcity. In his notorious essay “On the Principle of Population,” published in 1798, Malthus asserted that population growth, especially of poor bastards, would inevitably outrun food supply, unless the propertyless were restrained from breeding. He advocated that poor people be crowded together in unhealthy housing, as a way of checking the growth of population. Remember, this is the world’s very first economist we’re talking about here…”

In the linked interview above (on Counterpunch, but originally published in LiP magazine), Boal explains that the scarcities asserted as natural law by Malthus (and many environmentalists today) are, in fact, artificial scarcities created by capitalism. The logic introduced by Malthus formed the basis for a move from a world of common land to an absolutization of private property during the expansion of the British Empire in the 1800s. [That's a lot in one sentence; don't take my word for it, tho': read the link above.]

Malthus’s essay was a direct counter-revolutionary response to an essay by William Godwin entitled “An Enquiry Concerning Political Justice.” The essay was an early anarchist critique of the state and an exploration of viable alternatives to competitive, coercive state power. Malthus, who would eventually become the world’s first paid economist, had apparently once been part of the same radical circles as Godwin. However, Malthus the “disillusioned disciple,” predicted impending doom because of a geometrically rising world-wide population and arithmetically increasing food supply. State economic power, control, and regulation were necessary to stave off disaster for the working and monied classes.

As Godwin pointed out in an eventual rebuttal, for Malthus’s figures to be true, it would require every family to produce an unlikely eight children…

My point with this scattershot exploration of low points in economic theory and practice is to demonstrate how egregiously wrong and abstracted economic theories and valuations can often be. I suppose I also want to illustrate how such theories, sallied forth as theories to describe existing phenomena or so-called “human nature” are often used in a generative fashion, to actually shape and manufacture human thought and behavior.

Thomas Malthus’s theories provided a framework and justification for the global enclosure of the commons based on the seemingly rational idea that there simply wasn’t enough to go around, and that the ever-breeding poor, left unrestrained, would devour us all, and that this was only a rational response to the excesses of “human nature.” Further economic rationales for selfishness were advanced by theorists like Hayek and Nash, despite the fact that their theories did not correlate to actual observable, measurable human nature. (Recall the example of the RAND secretaries.)

Accurately correlating to observable behavior is supposed to be one of the truer measures of the validity of any scientific theory. Yet in the case of Nash’s Nobel prize-winning work with game theory, this basic measure was apparently not necessary. Nor was such a basic measure of validity needed, by extension, for an entire way of thinking about and conceiving of so-called “human nature” to be used as the justification for an entire raft of economic policies.

Thus, manifest illogic can seem impeccably logical to the likes of economic policy-setters like Lawrence Summers, trapped as they are within abstracted market-defined notions of value. It must seem only logical to some people in the Bush Administration and the EPA that a human life has a certain measurable monetary value, and that certain policy implications unfold from that value.

John Maynard Keynes, the founder of modern macroeconomics (and a big advocate of eugenics), got to the heart of the matter with a telling statement about the logic of capitalism, which is essentially what we’re talking about in all of this:

“Capitalism,” Keynes wrote, “is the astounding belief that the wickedest of men will do the wickedest of things for the greatest good of everyone.”
